This incident caused the partial closure of the CTA tunnel and the T3 parking area.

An additional two individuals have been arrested related to a theft at Heathrow Airport in which 21 people were injured by a substance believed to be pepper spray, according to law enforcement.

A 24-year-old man, was arrested in the Lambeth area on suspicion of theft and assault and a woman, 23 was arrested on suspicion of conspiracy to commit robbery. Both individuals are still being held, the force said.

The arrests follow an investigation into an assault at the multi-storey car park at Heathrow's Terminal 3 this past Sunday. Prior to the attack, two women had stolen from them their suitcases after getting out of a car park lift.

A three-year-old girl was one of the injured during the incident. Five people went to hospital for treatment and were later released.

Police detained a man in his thirties for suspected theft and assault close to the scene. He has since been released pending further inquiries while inquiries continue.

Authorities were called at about 8:10 in the morning GMT after reports came in regarding several individuals injured by a noxious substance thought to be pepper spray.

The assault - which police said was a standalone incident and not being treated as an act of terror - resulted in delays to rail services and the temporary shutdown of the main airport tunnel and the T3 car park briefly.
